Free UPI Payment Gateway: What Zero Fee Really Means

Learn what a free UPI payment gateway really includes, where zero-fee offers charge, and how direct UPI verification keeps costs predictable for business.
A blue illustration shows a UPI QR payment moving directly to a merchant account with a verification checkmark.

A free UPI payment gateway sounds like the simplest way to collect online payments, but “free” can describe very different pricing models. The important question is whether you want a conventional gateway with a promotional fee waiver or direct UPI payments into your own merchant account, plus a service that verifies each payment automatically.

PaymentSetu follows the second model. It is a payment verification service, not a payment gateway: your customer pays your own Paytm Business or PhonePe Business merchant account, and PaymentSetu matches the payment to the order and sends a webhook. You pay a flat plan fee and 0% commission on payments.

Is there really a free UPI payment gateway?

There can be a free-to-start or zero-fee offer, but read “free” as a pricing claim that needs a definition. It may mean any of the following:

  • no setup fee or annual maintenance charge;
  • 0% platform fee for a limited period or transaction volume;
  • no fee for one payment method, while other methods have a charge;
  • free software or a plugin, while the connected payment service has a separate price; or
  • a free QR generator that does not automatically confirm which order was paid.

These are not the same product. A gateway normally provides a checkout layer and routes payment methods such as UPI, cards or net banking. A direct UPI setup sends the customer to pay your merchant account. A verification service then checks the payment reference, amount and order before your store releases the product or marks an invoice as paid.

UPI itself is designed for instant payments. NPCI’s UPI FAQ says a merchant receives money immediately after the customer confirms the payment, into the merchant pool bank account or merchant bank account according to the merchant’s arrangement. That describes the payment rail; it does not mean every checkout, dashboard or automation layer around it is free.

Where “free” plans make money

Before comparing two offers, separate the costs into the payment, the provider and the software around it.

Cost areaWhat “free” may leave outWhat to check
SetupOnboarding, activation or integration workIs the zero amount permanent or promotional?
TransactionA percentage or fixed amount on each successful paymentIs the fee charged on UPI, cards, or both?
VolumeA free allowance followed by a different priceWhat happens after the monthly cap?
SettlementTiming, settlement reports or reconciliation featuresWhen and where does the money arrive?
AutomationWebhooks, order matching, retries or API accessWill your system know which order was paid?
ExtrasRefund, payout, international or premium support chargesWhich features are included in the advertised price?

The most common mistake is to compare a gateway’s 0% headline with a direct UPI plan as if both deliver the same thing. A gateway may include a hosted checkout and several payment methods but calculate its price from payment volume or selected features. A direct UPI approach can avoid a percentage commission, but you still need a reliable way to identify the payer, match the amount and update your order system.

Also check the date and conditions of any zero-fee promotion. Write down the expiry date, eligible business type, monthly cap, payment modes, settlement terms and price after the offer. A price that is zero only for a short period is not the same as a predictable operating cost for the next year.

The no-gateway setup: direct UPI plus verification

For a UPI-only business, the flow can be simpler than adding a full payment gateway:

  1. Your website or invoice creates an order with an amount and order reference.
  2. The customer sees a dynamic QR and pays through their preferred UPI app.
  3. The payment goes straight to your connected merchant account.
  4. The verification service checks the payment reference, amount and order details.
  5. Your store, billing system or custom application receives a webhook and updates the order.

This keeps the money flow and the software flow separate. The merchant account receives the money. The verification layer tells your system whether the payment matches the order. It does not hold your funds or become the customer’s bank.

With PaymentSetu, the active merchant-account connectors are Paytm Business and PhonePe Business. You can use dynamic QR codes, a unified dashboard, real-time notifications, REST API access and HMAC-signed webhooks. The service is useful when your main problem is automatic payment confirmation rather than accepting every possible payment method in one checkout.

For a WooCommerce store, the PaymentSetu WooCommerce plugin connects the payment confirmation to the order workflow. Hosting businesses can use the WHMCS gateway module so a verified UPI payment can mark an invoice as paid. A custom application can use the order, status and credits API endpoints and handle webhook events with an idempotency check.

What it costs: ₹399, ₹999 or ₹1,499 per 30 days

PaymentSetu does not charge a percentage commission on payments. The cost is a plan paid per 30 days, with credits for successful payments verified.

PlanPriceIncluded verification capacityBest fit
Starter₹399 per 30 days100 creditsSmall shops, freelancers and new stores
Pro₹999 per 30 days1,000 creditsGrowing WooCommerce, WHMCS and service businesses
Business₹1,499 per 30 days100,000 creditsHigh-volume, SaaS and multi-branch businesses

All three plans include dynamic QR, webhooks, a unified dashboard, real-time notifications, API access and email support. Pro adds priority support. Business adds priority support and a dedicated account manager. One credit equals one successful payment verified.

Here is how the flat fee works in simple examples:

  • If you verify 80 payments in a 30-day period, Starter costs ₹399 for that period, or ₹4.99 per verified payment when all 80 credits are used.
  • If you verify 900 payments, Pro costs ₹999 for that period, or about ₹1.11 per verified payment when all 900 credits are used.
  • If you verify 10,000 payments, Business costs ₹1,499 for that period, or about ₹0.15 per verified payment when all 10,000 credits are used.

Those are plan-cost illustrations, not a promise that your volume will fill every credit. Choose the plan with enough credits for your normal 30-day volume and leave room for seasonal demand.

Who a zero-commission UPI setup suits

The direct UPI plus verification model is a strong fit when most customers already prefer UPI and you want the money to reach your own merchant account.

Small shops and freelancers

You can share an invoice or payment page, generate a QR and confirm the payment against the right customer or order. For a simple counter QR with manual checking, the free UPI QR code generator is a useful starting point. Add verification when you need order-level automation.

WooCommerce stores

The WooCommerce plugin is suited to stores that want UPI checkout without adding a percentage fee to every sale. The customer pays through UPI, and the verified result can move the order through the normal fulfilment workflow.

Hosting and subscription businesses

WHMCS merchants can connect UPI payments to invoices for hosting, domains, VPS or SSL renewals. This removes the need to ask a team member to inspect each bank credit before updating the client’s account.

SaaS and custom applications

If you control the checkout code, the API and webhook model gives you a way to create an order, check its status and reconcile the result with your own customer record. Keep your webhook handler idempotent so the same event cannot fulfil an order twice.

How to check a “free” payment claim

Use this checklist before you connect a payment product to your store:

  1. Define the free part. Is it setup, monthly access, transaction fees, or only a temporary offer?
  2. Check the payment methods. A UPI-only price may not apply to cards, net banking or other methods.
  3. Check the volume cap. Confirm the exact monthly value or number of transactions allowed at the advertised price.
  4. Calculate the real rupee cost. Multiply the percentage by your expected monthly collections, then add any fixed or applicable charges listed in the provider’s terms.
  5. Confirm settlement ownership. Know which merchant account receives the money and who controls the settlement relationship.
  6. Test payment matching. A screenshot is not proof of a successful payment. Your system should match the order, amount and transaction reference from a trusted verification flow.
  7. Check automation. Look for webhooks, API documentation, event retries, duplicate-event handling and a reconciliation view.
  8. Read the post-offer price. Save the standard pricing page and the date on which you checked it.

The right choice depends on what you actually need. If you need cards, net banking, wallets and a hosted checkout in one integration, compare gateway pricing across every method you expect to accept. If you mainly need UPI and want a flat cost with direct settlement to your own merchant account, a verification service can be a cleaner fit.

A practical decision for Indian merchants

Do not choose a product because its banner says “free”. Choose it after answering three questions: where does the customer’s money land, what fee is charged on each successful payment, and how does your software know which order was paid?

PaymentSetu answers those questions with direct UPI payment to your own Paytm Business or PhonePe Business merchant account, 0% commission and a plan fee of ₹399, ₹999 or ₹1,499 per 30 days. Start with the current pricing, select the plan that matches your verified-payment volume, and connect the plugin or API that fits your workflow.

FAQ

Is a free UPI payment gateway completely free forever?

Not necessarily. “Free” may refer to setup, a limited promotional period, a transaction cap or one payment method. Check the standard price, expiry date, eligible payment modes and post-cap charges before integrating it.

Can I accept UPI without a payment gateway?

Yes. A customer can pay directly to your merchant account through a UPI QR or payment request. The extra requirement for an online business is reliable verification and order matching, so your store does not rely on payment screenshots or manual bank checks.

Does PaymentSetu hold customer money?

No. PaymentSetu is a payment verification service, not a payment gateway. The customer pays your connected Paytm Business or PhonePe Business merchant account; PaymentSetu matches the payment to the order and sends the verification result.

What is the cheapest PaymentSetu plan?

Starter costs ₹399 per 30 days and includes 100 credits. One credit equals one successful payment verified, and the plan includes dynamic QR, webhooks, dashboard, notifications, API access and email support.

Is a direct UPI setup suitable for WooCommerce or WHMCS?

Yes. PaymentSetu provides a WooCommerce plugin and a WHMCS gateway module. Both connect verified UPI payments to the platform’s order or invoice workflow, while payments go to your own merchant account.
